Cartel Jalisco New Generation (CJNG), one of the organizations with greater financial capacity, headed by Nemesio Oseguera Cervantes, (El Mencho) – has advanced to the border with the United States and in dispute for the plaza of Baja California with the Sinaloa cartel and the Arellano Felix Organization.
According to information from the Attorney General's Office (PGR), the organization has a presence in Mexico City, Jalisco, Colima, Michoacán, Guanajuato, Nayarit, Guerrero, Morelos, Veracruz and now in Baja California.
The expansion of CJNG was confirmed after the Armed Forces and federal public safety arrested Marco Tulio Carrillo Grande, “El Marlon”, a former Tijuana municipal police that operated as chief of sicarios (hitmen) for the Sinaloa Cartel in B.C.
Carrillo Grande, was under the orders of Alfonso Arzate García, “El Aquiles”, leader of the Sinaloa Cartel in Tijuana, who disputed border area with Gabriel Ayala Fonseca, “El Tres Animales”, principal operator of Cártel de los Arellano Félix.
According to intelligence, and investigations of the federal government, the three cartels are responsible for the violence in that state, as they clash for control of the coast area, that make up the municipalities of Tijuana, Rosarito and Ensenada.
Gualberto Ramírez Gutiérrez, head of the PGR Specialized Crimes Unit, reported that with a search warrant, they entered a building located on Anastasio Bustamante street, in colonia Ampliación Reforma, in the municipality of Rosarito Beach..
There Carrillo Grande was arrested. Carillo Grande was in charge of coordinating a heavily armed commando who broke into an arena in Ensenada last January 23, an act directed against Ayala Fonseca, operator of the Arellano Felix . (video of shootout below)
"Information was gained, that the attack was a coordinated effort at the Palenque Ensenada, Baja California, on January 23- in which four people were killed, including two minors and 19 wounded- the attack was directed against one of the leaders of the rival cartel over the dispute for the plaza,” he said.
The official explained that Carrillo Grande served as municipal police of Tijuana in 1995 and was linked to organized crime and crimes against health; in 2010 the military filed an arrest warrant against him.
This alleged hit man was transferred to the Specialized Crimes of kidnapping of the Deputy Attorney Specialized Investigation of Organized Crime (SEIDO).
