In Cd Victoria, two decapitated bodies appeared with a narco message signed by Bravo 1 leader of Old School Zetas (Del Z Vieja Escuela). The message says that families are supposed to be off limits, that he respects family, but that CDN (Cartel del Noreste) had broken the rule and there are consequences. Supposedly, they are responsible for the recent death of two “niñas” (girls) of an Old School family.
They also accuse CDN of killing a ministerial named Carlos Baudelio Garcia Vasquez.
He worked for the Old School, handling the receipt and delivery of kidnapping money. Although the message only refers to one ministerial, there was a second ministerial killed who also worked for Old School Zetas, who is thought to be a partner of La Changa.
Please read post below of Valor, his has a much more detailed account of the Changa murder and a photo of the manta, as well as translation.

Old School says, for these reasons, in retaliation, the father and brother in law of Rolando Gonzalez alias el Tiki Tiki, one of the CDN leaders, were killed and decapitated.
A couple days before those decapitations, two other decapitations were found, also in Victoria, with a message from Old School, saying the killings of the two men was punishment for their collection “piso” or quota in Padilla, for Tiki Tiki. These killings are a regular occurrence in the war between the two groups. It is impossible to keep up with them all.
