During the last two years, state authorities denied the presence of the CJNG in Tijuana, however their presence was detected by police forces when they became victims of armed attacks.
CJNG started with the control of the area of Sanchez Taboada, and they extended their presence by taking control of La Presa, El Florido, Cañadas, Terrazas, Villas del Campo and the entrance to Tecate. Today, 8 of the 10 most wanted for murder, are CJNG recruits.
The names of minor criminals, drug dealers and thief's are being summed up to the list of investigations for murder in Tijuana, their numbers continue to rise, and they don't do anything but to fatten the list of the Most Wanted, which was created by the Coordination Group of Baja California, and shows the lack of coordination between the Government of Peña Nieto and the Coordination Group of Baja California.
The wallet of criminals who are presumably involved in murders identify by the Coordination Group, according to declarations from the Secretary of Public Security of Baja California, Daniel de la Rosa Anaya, in 2014 there were 64 names. In November 18, of 2016, De la Rosa informed that they are concentrating their efforts on those 10 that head the list.
When De la Rosa attended a meeting at the College of Constitutional Lawyers, he asserted that "No more than 10 people are responsible for the wave or murders that have been commited in the last months in Tijuana".
According to the criminal organization charts and the intelligence gathered by the Coordination Group, in this moment, the authorities of the 3 levels of government should have as a priority objectives a lot of known criminals, and a few new ones, because the majority belong to the same criminal group, and they are committing the majority of the assesinations:
CJNG-CAF alliance
1. Juan Jose Perez Vargas "El Piolin"
2. Israel Alejandro Vazquez Vazquez "El 50" or "El Goofy"
3. Manuel Santiago Navarro "El Mini" or "El Chango"
4. Edgar Alejandro Herrera Pardo "El Caiman" or "El Zame"
5. Pablo Edwin Huerta Nuño "El Flaquito"
6. Juan Carlos Hernandez Silva "El Chucky"
7. Jesus Alfonso Trapero Ibarra
8. Daniel Ochoa Loera
Sinaloa Cartel
9. Victor Hugo Mejia Lopez "El Griego"
10. Loreto Capoema "El Versi"
The inclusion of the new names in the new listing does not mean that the government will stop looking for others of the past listing of "The most Wanted", such is the case of the brothers Alfonso Arzate "El Aquiles", which is the only one with apprehension orders for murder, and his brother Rene Arzate "La Rana", with apprehension orders from the United States, both leaders of the Sinaloa Cartel, and their criminal boss, Raul Miranda Ordaz "EL Alejo". Also Juan Jose Trejo Gutierrez "El Chapito Trejo" of the same Sinaloan Cartel, but on the "Los Uriarte" side. (Now dead)
To those 4 names, we must add Dalia Rodelo "La Prima" and Julian Lopez "El Chino", both with apprehension orders for the murder of Arturo Kaloyan, a former Director Of Sports from Tijuana.
A few off the list
In real terms, few of the Most Wanted have been captured, and they move out of the list when they are captured or because they are executed by hit man from a different cartel or by their own people, in the middle of betrayals.

Also from CAF, in May of 2016, Gabriel Ayala Fonseca "El Tres Animales" was detained in Ensenada. From the Sinaloan Mafia, in the same month but in Tijuana, Arturo Misael Frias Ochoa "El Misa", was arrested, and in March, in Rosarito, Marco Tulio Carrillo Grande "El Marlon" was also arrested.
"El Tres Animales" was a victim during a firefight in the Palenque of Ensenada, and El Marlon and El Misa were perpetrators of the attack. Therefore, the authorities focused on them and arrested them.
More recently, during the first week of June, Javier Mendoza Uriarte the leader of the "Uriarte" cell, was detained and arrested. He was in Sinaloa, however he decided to come back in order to give fight to other cells, however he was arrested at a house by the PEP, after one of his family members gave away his presence.
