Humberto and Rubén: Los Hermanos Moreira denounced before the International Criminal Court

Note:  We at BB have posted dozens of informative articles regarding the massacres and Zeta-Moreira collusion.  I have included a few within this post that you can use the hyperlinks to access.  Otis has an article (see ICC below) of  the presenting of the case to Hague.  Our coverage began before any news was being reported.  Coahuila is an organized crime news blackout state. BB reporter Geraldo, received information from people on the ground and posted that, (see hyperlink Piedras Negras). 

DD and I have posted many posts on the subject.  Coahuila is "our adopted state".  Because of my work, I actually had first hand interaction with some of the players, during this time, and it was surreal.  On one hand you meet people you hear are in collusion, yet they seem "normal", "nice", "for the people". However, nothing could be further than the truth.  They are responsible for the mass murders, as much as those using AK47's.  They killed, colluded, pilfered and “washed” money for the Zetas and themselves.  Leaving the state a financial disaster.


Humberto, a humble school teacher, within a couple of years owned lux real estate in U.S. and Mexico, using one of his private planes to get around, in addition to cultivating businesses and real estate projects such as his 15k square foot mansion in Saltillo.  Humberto married a beauty queen, whose father was rumored being a high level Zeta businessman. 

For me the “last straw”, was after the 2008 kidnapping of Felix Bastista.  Bastista was an anti-kidnapping expert from Florida, in Saltillo to conduct a seminar for businessmen in security and avoiding becoming kidnapped.

He himself was kidnapped and disappeared in Saltillo.  A year later, while U.S. dignitaries including Consul General, were meeting with Moreira, the consul asked about the investigation into Bastista’s kidnapping.  Moreira’s team asked to take the conversation private.  It was there that the consul was informed that Bastista was murdered after 3 days and “cooked”…by CDG cartel. 

Until being asked, and only when asking for U.S. assistance, did the Moreira administration give up this information.  The fact that he said it was “CDG” means it was Zetas.  The Zetas were working with CDG at the time, but controlled Coahuila. 


I have no doubt it was not great investigative work but a firsthand relay of facts, from those culpable to the governor of Coahuila. Not necessarily prior to the crime. Batista was annoying the administration, shining light on the unreported high number of “disappearances”.

To date the Moreira’s have not been charged or brought to justice for any suspected crimes.

Based on statements by drug traffickers in US courts, dozens of Mexican civil organizations denounced the Moreira brothers, governors of Coahuila, to the International Criminal Court, for their alleged complicity in the heinous crimes committed during their governments against the civilian population. Academics at the University of Texas Human Rights Clinic believe that if the involvement of the Moreira is proven, Mexican offenses such as the Allende and Piedras Negras massacres can be attributed to the Mexican State.

MEXICO CITY (Proceso) .- The testimony that Los Zetas surrendered to Texas courts,(review relevant testimony in BB’s coverage of the Zetas horse racing trial) the United States, not only revealed their alleged complicity with the brothers Humberto and Rubén Moreira and with senior officials of their cabinets, but also that corruption ruling in Coahuila, allowed between 2005 and 2012, atrocities against the civilian population that could constitute crimes against humanity.


The involvement of Moreira was denounced on Thursday 6 before the International Criminal Court(ICC), in a communication under the auspices of the Human Rights Center Fray Juan de Larios, United Families in Search of Missing Persons and the International Federation of Human Rights FIDH), with the support of at least 80 other organizations of the National Network of Civil Organisms of Human Rights All Rights for All (DTT Network).


In addition, other civil organizations and citizens have requested the intervention of the court in the face of the impunity with which these serious violations of human rights are committed in Mexico.


The communication to the ICC, entitled "Mexico: Murders, Disappearances and Torture in Coahuila de Zaragoza constitute crimes against humanity," (ABOVE) indicates that the Zetas trials in the United States "give more and more details on the collusion and corruption that led to the high command of the government of Coahuilaimplementing a policy of omission in support of Los Zetas,  in parallel on their alleged pubic struggle against these groups. "

The document, delivered at the ICC headquarters in The Hague by Bishop Raul Vera (of Saltillo, Coahuila); The deputy director of Fray Juan de Larios, Michael Chamberlin, as well as attorneys Ariana Garcia Bosque de Familias Unidas and Jimena Reyes of FIDH, details the testimonies in one of its 11 annexes: "Control ... especially the state of Coahuila. Report on the analyzed testimonies of members of Los Zetas in San Antonio and Austin. "



Systematized by researchers Anna Smulders and Stephanie Corte, the report was overseen by the director of the Human Rights Clinic at the University of Texas Law School, Ariel Dulitzky, former chair of the UN Working Group on Enforced and Involuntary Disappearances (GTDFI).
