The locality of San Marcos Tlacoyalco is surrounded by personnel of the Mexican Army, Marine Armada of Mexico and Gendarmerie.

A hundred federal soldiers are currently operating a strong operation in the town of San Marcos Tlacoyalco, according to the first unofficial versions indicate that they are  looking for the second in command  of "El Bukana's" criminal group who control the area.

From the first hours of this Thursday several elements of the National Gendarmerie, Mexican Army,  Naval Armada of Mexico traveled on the federal road connecting the states of   Puebla and Tehuacán, until past eleven in the morning to implement a strong operation in the auxiliary board of San Marcos Tlacoyalco with backup by a Sedena helicopter flying over the area.

It should be remembered that in the past days elements of the Navy and members of this criminal group were confronted in the municipalities of Vicente Guerrero and Esperanza.

Roberto de Los Santos de Jesus, "El Bukanas" or "El Bukanans", leader of fuel thieves (huachicoleros) in Puebla and trainer of hitmen and "stakers" of Los Zetas in Veracruz, for whom the Veracruz government offers a million pesos reward to anyone who provides reliable information for his arrest. Just three years ago he was commander of the Municipal Police of Maltrata in the mountainous region of Veracruz.

Today, the governor of Veracruz, Miguel Angel Yunes Linares, said that yesterday he spoke with his counterpart in Puebla, Antonio Gali, and was assured that he would  also "offer a reward" to whoever entails the capture of "El Bukana", a dangerous criminal that maintains control over desolate municipalities of Veracruz like Maltrata, Acultzingo, Nogales, Rio Blanca, but also in Puebla like Zaragoza, Vicente Guerrero and Palmarito.

"El Bukanas" came to the public as a criminal leader and as a police commander in September 2014 after a military breakup in the San Pedro narcologist, in the Sierra de Agua congregation in the Summits of Acultzingo, which exposed the criminal network of oil thieves, (huachicoleros) and exposed the corruption that the Zetas were operating with the local police forces.

Directed by Roberto de los Santos, active municipal police at the time, of Maltrata and Acultzingo trained in this ranch  future sicarios, soldiers and  "stakers" of Los Zetas, young people between 17 and 25 years old who they were taught to "table" victims, to torture them in water trenches  (waterboard) to waste them, to use weapons and injure them in punishment cells.

The criminal ranch was "busted" by federal forces, when they discovered alleged "hawks" (halcones) buying abundant food in a dining room on the federal highway that leads from Orizaba, Veracruz to Tehuacán, Puebla; These alleged members of criminal cells - the military said - were "closely monitored" by municipal police.

On that day, three young gunmen were killed and 31 future offenders were arrested, as well as five municipal policemen; "El Bukanas" and other police officers managed to flee.

The center of operations of "El Bukanas", hidden among leafy trees, rural houses and sunflower cultivation land was dismantled.

Days after this military outbreak, the mayor of Acultzingo, Solomon Cid, asked to leave his position, and a month later, his predecessor, Cándido Morales would be executed and his body thrown by a river. Federal forces had to besiege the region.

Three years later, "El Bukanas" continues to ravage the mountainous region of Veracruz, but also of the state of Puebla.  According to Yunes Linares, this former  municipal police officer is wanted for "violent acts in Puebla," but with an important "criminal history" in the municipality of Maltrata and in other surroundings where he is accused of collecting plaza rights  and being the border of Veracruz by which it enters victims of kidnapping.

Despite this, the governor of Veracruz ruled out that municipal police in that region of Veracruz, such as Nogales, Río Blanco, Maltrata and Acultzingo, have to be investigated.

He justified that there is "all the coordination" with the government of Puebla to obtain the capture of this delinquent that has been headache of authorities in these veracruzanos municipalities and its bordering poblanos.

In Puebla, federal forces have focused more than a month on their capture, accusing him of being  responsible for operating the milk industry and distribution of hydrocarbons in Pemex pipelines, both in Veracruz territory and in the so-called Puebla red triangle.

Just this past weekend, the E-Consulta portal announced that in the municipalities of Vicente Guerrero and Moyotepec, in Puebla, "El Bukanas" and its people walk and / or ride  with impunity in cars and vans with tinted windows, heading to a residence that is hidden among the undergrowth of this mountainous geography.
