Mexican Army Captures “El Melvin”, Second in Command of Tijuana Cartel.

Mexican Army servicemen apprehended a man identified as Melvin Gutierrez Quiroz aka “El Melvin”, second in command of the Arellano Felix Cartel(CAF), just below Fernando Sanchez Arellano aka “El Ingeniero”, this happened today in an operation in the Juarez suburb in Tijuana.

Gutierrez Quiroz is the one who in February 2012 sent threats against the Zeta magazine editorial staff in Tijuana, and whom at the time was believed to be followed real close by the authorities of both Mexico and USA.
Among the activities “El Melvin” performed was the collection of fees(cobro de piso) to other cartels for crossing drugs through Tijuana to the USA.

The Capture
About 10:00 am this morning, several units of the Mexican Army closed Television Avenue, near a church and a school where elements of the National Defense Ministry(Secretaria de la Defensa Nacional-SEDENA) performed an operation in the Juarez suburb , at first it was mentioned that a kidnapping victim was saved, this versión was later changed when it was confirmed that “El Melvin” was captured.

Who is “El Melvin”?
Melvin Gutierrez Quiroz began his criminal life with the Tijuana Cartel at the beginning of the 90´s under DavidCorona Barron aka “El CH”, whom he met in the Logan Heights gang in San Diego, California.
While under Barron’s command he was a hit man for Ramon Arellano Felix until “El CH” died in the ambush against journalist Jesus Blancornelas, director of Zeta Magazine.

When David Barron died “El Melvin” inherited the command of the Logan Heights sicarios working for the Tijuana Cartel, at the time he became part of Gustavo Rivera´s criminal cell, Gustavo Rivera aka “P1” was apprehended in Los Cabos, Baja California Sur after the DEA found him.

After years working for the Tijuana Cartel, “El Melvin”[at left] became a cell leader and at the moment was considered the main enforcer of Fernando Sanchez Arellano.

He controlled the drug shipments that were smuggled in the Otay area and was believed to be the owner of many of the narco-tunnels found there.

In 2011 he was believed to be working alongside Alfredo Arteaga aka “El Aquiles” for the Sinaloa Cartel but this was never confirmed, other versions say that he was in charge of collecting the narco fees from ”El Aquiles” rather than working for him.

After a 72 hour bloody shootout that raged on Sunday night in the Tamaulipas city of Reynosa, many reports are consistently claiming that both el Gringo and El Puma were killed in the conflict.
The state and federal government have remained mute about the clash and inadequately, if not misleadingly, reported, that only two deaths occurred.  This while reports persisted of  the death of at least 50 people, adding 40 of the bodies, all members of organized crime,  were found in four trucks.
Now this report has been forwarded reportedly sent by the Gulf Cartel indicating  the situation was as follows:
In a bloody fight El Gringo and El Puma, and El Tachas  was wounded in strikes.
Missing are many of the estacas  and Halcones of; Bugambillias, San Valentine and Granjas, this was  the territory of the first three.
In Bugambilias, one was taken from his home and tied him to the hood of a Truck, and has not been heard of again.   The people who disappeared in Vistahermosa and Jarachina Sur were taken by “Metros” by orders given by comandante Manuel, in charge of 55,  and is administrator of the Metros”.
Comandante Diablo got the territory of what used to be Gruas Mora and since last week the price of copper has been fixed at 50 pesos/kilo, whoever pays risks being kidnapped.
Since yesterday began looting of  The Dubai [ brothel] owned by el Gringo.  The Matraz in Cumbres was attacked with grenades, also for a while at Bebe's boutique,  now the X20 and Ciclones are the strong ones since many of Gringo, Puma and Tachas' men aligned themselves with the new bosses

As Mexican federal security forces have seized drug, guns and cars since last weekend's bloody gun battles in Reynosa, Tamaulipas, a total of five unidentified individuals were found dead in Reynosa Friday night, and in or near Ciudad Victoria, the capital of Tamaulipas state, according to press accounts and official government news releases.

A late report which appeared on the website of Durango based Yancuic.com said that a Mexican Army and Tamaulipas state police patrol located the body of a man left aboard a Ford pickup truck near the intersection of calles Occidental and Praxedis Balboa following an exchange of gunfire.

The government does not make clear if the victim, identified as Édgar José Zertuche Botello, was killed as part of the gunfight with Mexican Army and local security forces.  The report does say, however, the weapons and tactical gear were found in the truck.

The report also says that Mexican Army units have been involved in fighting at several points in Reynosa.

According to a news release posted on the Tamaulipas state Procuraduria General de Justicia del Estado (PGJE), or attorney general the victims in Ciudad Victoria were located Thursday evening and early Friday morning.

Two men were found shot to death near the intersection of Calle Felipe Arredondo Vega, and a private drive in Las Cumbres colony.  Both victims were in their 20s and both were shot once in the head with a .40 caliber weapon.

Meanwhile Thursday evening two unidentified men in their 30s were found tortured and shot to death in Ciudad Victoria. The victims were found on Libremento (Bypass) Unidos Nacionales between the exits to Matamoros and Monterrey.

The PGJE in its news release makes mention in the news report that the victims were the victims of a local gang rivalry, which one gang won.  The mention probably means a message was left at the scene.  No gang was identified as the culprit in the shooting.

In Reynosa Thursday, local drug gangs were involved in gunfights and pursuits with local police.  According to a news account which appeared on the website of El Diario de Coahuila news daily, the fighting began on Bulevar Morelos, where state police agents were involved in a pursuit of armed suspects.  Blockades were put up by local gangs in Longoria and Rodriguez colonies.

Tamaulipas governor Egidio Torre Cantu was apparently visiting the area when the gunfights and pursuits took place.

Wednesday, more than four metric tons of drugs were seized by Mexican federal security forces in Reynosa.  A news account which appeared on the website of El Sol de Mexico said that a Policia Federal road patrol discovered two wine cellars at a location known as El Berrendo which is on the Reynosa to Monterrey-Nuevo Leon Highway, which were being used to store the drugs.

Almost four metric tons of marijuana and 100 kilograms of powder cocaine and 60 kilograms of crystal methampetamine were seized.

The news report also said that weapons were also found at the location but the number and type were not disclosed.

On Tuesday a news release by the Mexican Secretaria de Defensa Nacional (SEDENA) said that 30 vehicles, guns and drugs were seized in the aftermath of the bloody confrontation in Reynosa.  The seizures took place between 1130 hrs Sunday and 2100 hrs Monday.

Tamaulipas government sources have claimed that only two individuals were found dead following a three hour gun battle in the city, while local residents through Twitter and other social media have claimed as many as 50 men were killed.

Both the Los Zetas and Gulf cartel local gangs are known to take the bodies of their dead and remove them from the field of battle to prevent their rivals and the government from gaining intelligence on the activities.

According to report which were also appeared on Borderland Beat, Sunday's gun battles were an internal struggle within the Gulf Cartel.

According to the news report about the vehicle and guns seizures, 30 vehicles were seized, ten of them custom armored civilian vehicles, along with 13 rifles, 5.092 rounds of ammunition, 235 weapons magazines, 13 grenades (presumably 40mm launchable), two grenade launchers, one rocket launcher, one rocket, 11.595 kilograms of marijuana, and personal quantities of powder and crack cocaine.

A total of nine unidentified suspects were also detained.

Knights Templar Leader "El Tio" Reported Killed

Excelsior broke this story at noon Friday, Unofficially reporting of more than five people being killed, including soldiers and members of the armed group, revealed a federal government source to Excelsior newspaper.  Although the newspaper reported a 'leader' was killed, it did not name which leader of Knights Templar died though  some blogs are speculating it is Dionisio Plancarte aka el Tio from los Caballeros Templarios (Knights Templar) see photo below on left.  At this point it is conjecture by a couple of narco blogs, as it could very well be a lower level leader.  Noteworthy is none of the reliable regional media outlets or blogs in Michoacán are reporting the story, they have however reported two clashes in  Apatzingan that resulted in deaths.

Morelia, Michoacán, March 15. - An alleged leader “jefe de la plaza” of the cartel group known as Knights Templar, died early Friday after clashing with elements of the Mexican Army in the vicinity of the Alcalde community in the municipality of Apatzingan , Michoacán .
The death toll could exceed 5 between soldiers and members of the armed group , a federal government source reported to  Excelsior.
According to police corporations, versions confirmed by state, a convoy of three military vehicles crossed gaps of Tierra Caliente around 2 in the morning and found themselves faced with armed civilians aboard SUV trucks. 
 
They were ordered to  disarm but far from obeying  the order of the soldiers they fired their weapons, thereby a shootout commenced.
 In the conflict  men were killed on both sides, so far the death toll has not been given.. Military forces made ​​a strong security operation in the area but have not given details on the facts.

Perhaps feeling a little pressure into becoming a little quicker on the draw, Tamaulipas authorities released a statement acknowledging the shootout  that occurred in Reynosa on Saturday.

In the statement it confirms at least five people were killed in the clash between an armed group and members of the Mexican Army, the statement was released by the Attorney General and the Ministry of Public Security of Tamaulipas.

The clash occurred at the corner of Avenida Mexico City and Washington Street, the colonial Hacienda Las Fuentes.

Among the dead are three men and two women, whose ages ranged from 25 to 30 years old, who have not been identified.
The bodies were found by military elements inside a 2002 sand color Chevrolet Tahoe color, which inside the truck soldiers  found several weapons and tactical equipment

Colombian Kingpin "El Papero" captured linked to Juarez Cartel

BOGOTA, - Colombian authorities captured the veteran capo of the dismantled Medellin cartel, Marco Antonio Gil García, alias "El Papero", alleged partner/associate of the Juarez cartel, according to the Criminal Investigation Department (DIJIN).

The capture occurred in western Bogota, the Colombian capital, when the drug trafficker "driving his truck contacting one of his partners," said the report, issued in conjunction with Interpol (International Criminal Police Organization).

According to security agencies, Gil Garzon, 69 years old, "enjoyed the fortune he amassed during his almost 30 years as a senior drug partner of Fabio Ochoa Vasco, Edgar Guillermo Vallejo Guarin, Beto Gitano, and Miguel Arroyave in Colombia." 

The Colombian capo was also a partner of Eduardo Gonzalez Quirarte (alias Lalo) and Alcides Ramon Málaga (alais El Metro), henchmen of Amado Carrillo Fuentes (Lord of the Skies), principal leader of the Juarez Cartel, now deceased.
According to the authorities, in the mid-1990s, when the Colombian authorities hit the Medellin cartel, Gil Garcia was responsible for procuring drug routes, men, weapons as well as establishing new partnerships.

The drug trafficker created alliances with Mexican drug traffickers arranging drug shipments from Colombia and Venezuela to Central America with final destination being the United States.

Gil Garcia managed to structure a significant business network in central Bogota marketing  perishables, potatoes, flowers, intertwined with his construction, transportation, travel businesses arranging the transfer of goods and passengers. He owned real estate businesses in Colombia as well.

The detainee will be brought to justice in Colombia "for the crimes of manufacturing, possession and trafficking of drugs, money laundering, conspiracy, and illicit enrichment of individuals," added the report.

Damaso Lopez Nunez file unsealed

The United States government had kept it sealed since 2011; they place him as second in command to Joaquin Guzman Loera, at the same level as Ines Coronel Barreras -- the capo's father in law -- and accuse him of trafficking drugs with a value of $280 million dollars from Peru, Colombia, Panama and Mexico...

Sixteen months after it was sealed and categorized as a "classified file", the U.S. Department of Justice (USDOJ) declassified a complaint against Damaso Lopez Nunez and four of his collaborators, which is why the hunt for one of the principal lieutenants of Joaquin El Chapo Guzman officially started on March 8, (2013).

The declassification (unsealing) of File No. 11-CR-00558, captioned United States of America vs. Damaso Lopez Nunez, took place this past March 7, after Neil H. MacBride, Federal Prosecutor for the Eastern District of Virginia, filed a joint motion in a federal court in that state requesting the declassification of that document in order to proceed openly against Damaso Lopez.

"Since November 23, 2011, this document was sealed in the interest of the government, but now the circumstances that required that classification are no longer present, and for that reason we are requesting that the document be declassified," reads the motion, to which this journal had access.

The document does not specify the reasons the government of the United States had to keep the arrest warrant issued against Damaso Lopez Nunez sealed; it only states that this was "in the best interests of the country."

Jerry E. Norton, professor with Loyola University in Chicago, explained, however, that when the USDOJ seals files, this is pursuant to a strategy by the authorities to reinforce charges against each and every one of those implicated in the investigation.

"Of course, there may be very specific reasons, but generally, when a file is sealed it means that the prosecutors don't want the accused to know that they are looking for them, until they are located  or they fall into the hands of the justice system. Because, if they knew, they would have a better chance of fleeing," Norton explained to Rio Doce

Spokesmen for the DOJ stated they would not comment on the professor's opinion, nor did they say much about progress made in capturing Lopez Nunez, saying only that the file had been reopened.

The hunt begins


It happened with Benjamin Arellano Felix, with Arturo Beltran Leyva, with Vicente Zambada Niebla and, more recently, with Ovidio Limon. Dead or in prison, once the United States initiates the hunt for a drug trafficker, the pincers close.

Except for the top leaders of the narcos, Joaquin El Chapo Guzman, Ismael El Mayo Zambada and Juan Jose Esparragoza Moreno, El Azul, once they were tagged by the Office of Foreign Assets Control (OFAC) and sought by a federal court in that country, few have managed to escape.

The arrest warrant issued against Damaso Lopez, who is also known as El Licenciado, was originally requested on November 23, 2011, on charges of money laundering and conspiracy to introduce hundreds of tons of cocaine into the United States.

Despite this, immediately after filing the charges, the DEA promptly requested the judge to seal the file because this was "in the best interests of the United States." The petition was approved and the document was sealed.

So, nobody was aware that El Licenciado was also sought by the United States.

Notwithstanding, the Government of Mexico, who also was not aware of the arrest warrant, continued to look for him after the Office of Attorney General (PGR; Procuraduria General de la Republica) issued an order for his apprehension on February 2, 2011, on "organized crime" charges.  

With the law following closely, Damaso requested a protective order (amparo) from a federal judge in Culiacan (Sinaloa). The amparo  was granted on November 22, 2012, a year after the United States sealed the arrest warrant. The reasons why the protective order was issued are not known, since Damaso Lopez was at the time considered by the PGR to be one of the key members in the criminal organization led by Chapo Guzman, and the protective order document only stated that "Justice protects and shelters Damaso Lopez Nunez against the actions and authorities specified in the body of this order." 

It was not even three months after that protective order issued, and while Damaso's file was still sealed, that the Treasury Department's Office of Foreign Assets Control (OFAC) tagged Nunez for his continuing illegal activities, prohibiting U.S. residents from performing any transactions with him or with businesses owned by him.

In a new organizational chart disseminated by the U.S. DOJ, Damaso Lopez Nunez appears as second in command with Joaquin Guzman, at the same level as Ines Coronel Barreras, the father of Emma Coronel, one of the wives of the narco boss.

The charges


According to Damaso's file, which includes arrest warrants for Felipe Zurita Cruz, Jaime Alberto Lopez Gutierrez, Raul Rosales Saenz, and a fifth person identified only as El Gordo, it alleges that ElLicenciado was importing cocaine into the U.S. from Peru, Colombia, Panama and Mexico since 2007.

According to the document, the defendants, led by Damaso, introduced cocaine worth at least $280 million dollars while they were all members of an organization led by Joaquin Guzman Loera.

The document is signed by MacBride and  Daniel J. Grooms, with USDOJ, and by Arthur G. Wyatt and Darrin L. McCullough, representing the DEA.

The record also explains that, upon being brought before a judge, the prosecutors will request the  forfeiture of properties, assets and money to compensate for the $280 million dollars that (the defendants) obtained.

"It is clear that Lopez Nunez has profited with money from the United States, which is why we are going after him with all we have, and going after his assets and after the organization he is part of, wherever he is," advised Adam J. Szubin, director of OFAC.

In January, 2011, one of the accused, Felipe Zurita Cruz, was detained by the Mexican Navy. The Mexican Navy stated that he was being tracked by marines pursuant to the order issued by the  District Judge of Federal Criminal Procedures under Criminal Cause Number 206/2010-IV.

According to the Semar (Secretariat of the Navy), Zurita is directly involved in the cocaine seizures carried out by the Mexican Navy aboard the ships "Caracol III" and "Juan Alejandro" in September, 2008, and "Polar 1" in February, 2009.

As happens in these situations, if El Licenciado or the rest of the suspects who are part of the case are arrested in Mexico or anywhere else in the world, their extradition will be promptly carried out, and, once they are in a U.S. court, they face maximum penalties of up to life in prison.

Which is why Zurita may be extradited at any moment.

Brief profile of Damaso Lopez

They called him Licenciado because he studied law in the University of the State of Sinaloa (UAS), and because he practiced law for some time.

Born February 22, 1966, in Eldorado, Culiacan township, Lopez Nunez was a Public Ministry agent in Sinaloa in the 1990's.

Towards the end of 1999, he began to work as chief of security in the Puente Grande prison.  

According to the governments of Mexico and the U.S., a few months after he started there, he was promoted to deputy director of surveillance and custody in the prison as part of a well defined plan to help Joaquin Guzman escape from Puente Grande.

Lopez Nunez resigned two months before the escape, although by that time everything was ready for Guzman Loera's escape.

Once the escape took place, El Licenciado began to work in Chapo Guzman's organization, but not in the top ranks. It was after the arrest of El Chapo Lomas, in prison since 2008, that he became one of the capo's principal men.

He has a brother, Adolfo Lopez Nunez, identified in military intelligence reports as having ties to organized crime.

According to military intelligence reports, Adolfo worked as operations supervisor with the State Ministerial Police in El Salado township, Culiacan Municipality, and resigned May 1, 1996.

Their father, Damaso Lopez Garcia, was elected councilman in Eldorado in 2007.

In July, 2008, the Mexican Army searched and secured a 10.6 acre property in Portaceli that the government attributed to Damaso Lopez Nunez, which they learned of during a search of a house in Culiacan some days prior to that where they seized more than $5 million dollars.

In 2009, an investigation was opened, captioned UEIORPIFAM/AP/002//2009, where they document the seizure of two properties, one measuring 52 acres in Navito, Culiacan Municipality, and another measuring 53 acres in El Capullito, Rancho de Zopilotito, Eldorado, Culiacan Municipality, in addition to several vehicles.

Note: This was a difficult translation, but I chose to go with a regional Cancun paper as it had more detail and the facts were different than outside Quintana Roo.  Inside the state they attributed it to Zetas, outside the state there was little coverage but those that ran the story did not attribute the killings to Zetas.  Havana is posting a follow up post in a couple hours however that article says a Zeta turncoat now with CDG conducted the murders.  Makes little sense, and to confuse matters he is another Diablo, not the infamous Diablo.  The article says the man detained had difficulties with details of the event.  hmmmm... stay tuned ....Paz, Chivis
 
Massacre in hands of organized crime, where seven people, most of them taxi drivers, which are linked to organized crime of “The Zetas”, were victims of a multiple execution, six of them died in the crime scene and one more after receiving medical attention. Two other people that were injured were hospitalized due to the wounds.
It was two hit men that descended from two vehicles, armed with a pistol and a long gun, with which was fired repeatedly against the now deceased.
One of the vehicles stopped in Avenue 20 de Noviembre and the other one on 88 Street, in front of lot 27. There is access and exit in both sides of the restaurant.
The bloody attack, unique in its type, occurred the evening of Thursday on the bar “La Sirenita”, where the sub secretary of conflict “B” of the union of Taxi drivers “Andres Quintana Roo”, Francisco de Asis Achach Castro (aka) “La Barbie”, relative of the former mayor Magaly Achach de Ayuso, as well as other six people were killed by an armed commando. In the crime scene, six people lost their lives.
Sub secretary of conflicts of the union of taxi drivers had received a death threat by a rival criminal group since last Monday. The message was clear and it was understood that his life was in danger.
It was five o’clock pm, when the bar “La Sirenita” located in the Region 233 above the Avenue 20 de Noviembre and Street 88 (forming a range) was bloody tainted. Miguel Alejandro Diaz Espadas (aka) “El Flamas, taxi driver, Manuel Carrascosa Ferrer, tinsmith, Carlos Aguilar aka “Kisifur”, whose brother Jesus Aguilar, was killed two years ago near the town of Leona Vicario, Jose Luis Gonzalez Moo, Jose Alfredo Rodriguez, Juan Briceno Villagomez and other three people, were hanging out in a table of the bar with the sub secretary of Conflicts.
The first reports, regarding the case, sustain that the armed commando that used arms of thick caliber like AK-47 “goat horn” and a 9 millimeter pistol, was well aimed at the time of killing them.
At the closure of this edition, it was confirmed the death of Francisco de Asis Achach Castro, nephew of the former municipal mayor Magaly Achach de Ayuso, Manuel Carrascosa Ferrer, Juan Briceno Villagomez and Jose Luis Gonzalez Moo, who died in the hospital, a little later after the attack.
Among the injured people is Carlos Aguilar Aguilar, who was taken injured out of the bar “La Sirenita”.
It was a clean operation from the organized crime. The hit men came down of only two compact vehicles, a golden Chevy Monza and a gray Jetta Volkswagen; they perpetrated the murder and left without leaving a trace.
Besides, the hit men did not commit any type of mistake, since everything indicates that they were called to the place to commit the murders.
At all times, according to eye witnesses, the hit men located the table where Francisco de Asis Achach Castro and his taxi driver companions were, to commit the massacre.
In fact, one of the lines of investigation leads to a reckoning against the sub secretary of the union of taxi drivers Andres Quintana Roo and the companions that surrounded him, which has a lot of weight due to an existing conflict between the criminal cells that work in the city and control and freely operate the taxi drivers guild.
The diary POR ESTO! have published in last edition that the union is coped and infested by the criminal group “Los Zetas”.
The facts
According to the report of the police of Cancun, around five o’clock an armed commando on board  two vehicles; one a  Chevy Monza color gold and another a Volkswagen Jetta, color gray, parked outside the bar “La Sirenita”, located in Region 233, lot 29, above the Avenue 20 de Noviembre, about 600 meters from the Avenue Rancho Viejo.
There, two individuals, one of them with an AK 47 rifle, best known as “Goat Horn”, and also a a man with a short gun, which descended from the vehicles with the weapons in their hands to accomplish the killing.
Both murderers immediately directed to the place and occupied their positions since one of them entered through the main entrance, where he located the table of the sub secretary of conflicts and began shooting.
According to versions of the eye witnesses, it was about 5 or nine minutes the time that the shooting lasted inside the bar, in which no worker was injured.
In the meantime, the other hit man that held the pistol, entered through the second entrance where Carlos Aguilar Aguilar was.
All of them were drinking outside of the palapa, which is the bar, since they were a few meters apart from it, gathered on the tables and chairs.
But a bit later, the taxi drivers decided to go in and Carlos Aguilar Aguilar was left alone.(continues next page)


Immediately, the cunning and bloody execution was taking place, when the hit men entered, one of them went directly to the palapa of the bar where he shot  and executed six of the victims.
While the other one with the pistol, directed to Carlos Aguilar Aguilar and subdued him , he was  ordered to drop to the ground.
But since he heard the burst of the gun fire, he reacted and wanted to get up, it was then he was shot but only on his legs.
Once the event was consummated, the hit men- allegedly native of north of the country according to the first investigations on the case- headed to the compact automobiles and flee towards the Avenue Rancho Viejo, managing to escape.
Time after, the PJE arrived to the bar “La Sirenita” and found six people killed, three of them identified as Francisco de Asis Achach Castro, Manuel Carrascosa Ferrer and the Architect  Juan Briceno Villagomez, which were found scattered in several places of the building, on the floor and the tables. The other bodies were not identified.
The bodies presented wounds by fire gun on the abdomen, thorax and back, which reveals that some of them tried to escape.
The body of Manuel Carrascosa Ferrer, 46 years old, had green shirt, jeans, black sandals, was found in the entrance of the conflicted bar with shots on the chest.
The body of Francisco de Asis Achach had a white shirt, beige dress pants, black shoes, presented gun wounds in most of his body.
At the same time, the authorities found injured four people who said their names were Jose Alfredo Rodriguez, Miguel Diaz Espadas (aka) “El Flamas”, which is a taxi driver, Jose Luis Gonzalez Moo, who died in the hospital and also Carlos Aguilar Aguilar.
Immediately, the four individuals were helped by paramedics of the Mexican Red Cross, who transported Miguel Diaz Espadas, “El Flamas” and Carlos Aguilar Aguilar to the private hospital Galenia. They also transported Jose Alfredo Rodriguez and Jose Luis Gonzalez Moo, who died because of the serious injuries, to clinic IMSS of Coba Avenue, where their health state was reported as very serious.
It should be mentioned that the owner of the bar “La Sirenita”, identified as Sebastian Dzul Herrera, remained calm  at all times, however, the judicial authorities requested him to define responsibility, since according to his file, he also has an extended criminal past.
Dzul Herrera has a criminal record since he have had several denounces and even incarcerations by fraud accusations, among others.
The presence of the Army, Navy, Federal Police, PGR, Judicial State Police, State and Municipal police was in force  since the elements of the corporations of the three levels of government maintain the control of the zone.
At night, the coordination of the elements gave rise to several operations which intensified the search of clues to find the people responsible.
Until this moment, the authorities in charge of the investigation have not signaled which group of organized crime is responsible of the bloody attack.
A total of seven vehicles were left in the parking lot of the restaurant, apparently belonging to the now deceased and injured, among them the taxi cabs with the numbers 4963 and 0620, as well as five particular cars, such as a white Astra with license plates UUG-7543; a black Jetta, white Spirit, a Voyager truck, color gray and a dark blue Platina.

An employee of the restaurant “La Sirenita” and who was witness of multiple executions revealed that the taxi drivers Francisco de Asis Achach Castro (aka) La Barbie and Miguel Alejandro Diaz Espadas “El Flamas”, were frequent eaters of that business, even when it was named “El Mero Mero”.
Related to the events, she said that all of them were calmly hanging out when suddenly a guy with a long weapon in his hands yelled “the dickheads are here” and started shooting against all the people that sitting in that main area of the restaurant, same people that were consuming outside some time before.
At the same time, outside, in the parking area, several detonations were heard against those who remained seated on the tables that were under a tree and in a few seconds, everyone was screaming  on one side and dripping of blood on the other.
She described that the Municipal Police took several minutes to arrive and during the mobilization and confusion, she got out of the place because she was afraid that the hit men would return to kill the others.
Neighbors of the zone signaled that they lived moments of terror after hearing the raining of gun fire coming from that restaurant, which they described that during the evening, it operates as a brothel.
In the same way, neighbors said that the shooting was heard all the way to Ramon Bravo Prieto Elementary, where the teachers were obliged to delay the exit of the students for several minutes because of the fear it caused the sounds of the guns of thick caliber.
It transcended that the owner of the restaurant, Mr. Sebastian Dzul Herrera, has always been linked to the taxi drivers, according to people that know him, the cab driver that was executed on June 11, 2209 in the middle of the sport unit “Toro Valenzuela” and whose name was Roman Gamboa Arroyo, was his son in law.
It should be mentioned that after finishing with the investigations of the events, the director of the Judicial Police of the State, Arturo Olivares Mendiola said that in coordination with the police corporations of the three levels of government, immediately initiated an operation throughout the city of Cancun and even Playa del Carmen.

Cancun, QR - March 18,The Municipal Preventive Police (PPM) arrested a Gulf Cartel kingpin and former member of that same municipal police organization (PPM). The ex-agent, Héctor Cacique Fernández, is accused of being one of the masterminds of the murder of undersecretary of Taxi Driver Union Conflicts, Andrés, Quintana Roo., Francisco de Asissi Achach Castro 

Francisco Achach Castro, and six other people were killed in the popular neighborhood bar La Sirenita.  Ex- Cancun mayor, Magali Achach, confirmed the death of her nephew, Francisco de Asissi Achach Castro 47 in the attack.

State's Attorney Armando Gaspar Garcia Torres reported this morning that the Municipal Public Security and Traffic (SMSPT) made available to the State Attorney General (PGJ)  ex-agent Héctor Cacique Fernández, El Vito, Félix y/o El Diablo, 27, and his chauffeur Maximiliano Ezequiel Millán González, 20 
  
According to García Torres, El Diablo , who was now an instructor of assassins. He and his driver were arrested outside Discoteca Mándala in the hotel zone of Cancun by authorities.

This subject, said the State Attorney, had received his training in Mexico City.

According to the head of the Agency, during the interrogation El Diablo confessed to participating in the conspiracy to kill to Franciso Achach Castro, who was executed on the orders of El Apa, head of the Gulf Cartel plaza.
"It was a direct debt to the boss of this plaza," said the detainee during a news conference shortly after noon. He owed El Apa money.

Cancun. - The gunmen who killed seven people in la Sirena had instructions simply to only kill Francisco Achach Castro, "La Barbie," Under Secretary of Taxi Drivers' Disputes Union, but the gunmen went crazy, as reported on Sunday by the States Attorney General of Quintana Roo, Armando Gaspar Garcia Torres,  During interrogation, it was learned that the events of March 14 were to be directed at  just one person, but seven people ended up dead, 

Hector Fernandez Cacique "El Diablo", had the charge of killing  Francisco Achach Castro "El Barbie", "because he owed  Apa money," referring to the the head of Zetas plaza in Cancun.
The detainee, "El Diablo",  a 27-year-old Matias Romero, Oaxaca native , belonging to the Zetas criminal group, in charge of collecting fees for "dues" from traders in the city tourist zpne of Cancun. He confessed that he gave instructions in an envelope containing a photo of the one person who would be executed

He was also in charge of training the gunmen in handling weapons  in the community of Francisco Mayo, as shown in a video that was found on his cell phone.
For his service,  another person was hired as a driver, named Ezequiel  Maximiliano Millan Gonzalez, 20 years old from Cancun, whom "El Diablo" met on a football field, and he was also involved in collecting extortion.
However, El Diablo told his immediate boss, an assassin known as the " El Caballo,"  El Apa's lieutenant, that he had no weapons, and he was relieved of the responsibility of taking charge of murder.  A hitman known Roger Gabriel Alfaro Pacheco "El Humo",  was assigned that job and he is related to several executions in Cancun. El Humo was reported "to have gone crazy with a goats horn."
The two detainees were presented Sunday afternoon with evidence of having been tortured.
Hector Cacique Fernandez had bruises on his face and even had his left eye closed and swollen.

When they were stopped by the Tourist Police early Saturday, the two subjects were photographed by Benito Juarez Public Safety and showed no obvious bumps.
Twenty-four hours later, when presented by the Attorney General of Quintana Roo, it was evident that they had been beaten.

In Summary:  El Diablo was ex-municipal police, CDG capo (?) who was recruited by los Zetas to be an instructor of sicarios in the community of Francisco Mayo in Isla Mujeres. He also earned between $15,000 and $20,000 pesos a month from collection of extortion fees at bars and clubs in the city hotel zone.  One of El Apa's lieutenants, El Caballo, instructed el Diablo to execute La Barbie but the instruction order was changed and given to El Humo who went a little crazy with the goat's horn. Garcia Torres said he is still investigating the origin of the debt for which La Barbie alleged owed El Apa. It opened the possibility that the cabbie union leader may also be involved in organized crime





Municipal Police and Soldiers Clash; Two Soldiers Dead

Mazatlan, Sinaloa—Dozens of gunshot wounds triggered the deaths of two Mexican Army soldiers after a pursuit and a shootout by Municipal Police in different avenues in the city.

It was around 01:40 hours on Monday when members of the Municipal Police observed a gray Dodge Caravan with license plates VND 1254 at the intersection of the avenue Clouthier and Colosio.

According to information by the Municipal Police, they ordered the van to stop, which the occupants in the van ignored, which then triggered a pursuit and ended in a shootout that started by the avenue Robles Quinteros in the colony Ramón F Iturbe and ended in the colony 12 de Mayo at the crossroads of Gabriel Leyva and Obrero Mundialista Street.

Another story says that when a municipal patrol arrived at the site, the soldiers shot at them and didn’t identify themselves.  The police then pursued them by the avenue Munich.  Next by the Bypass Colosio Murrieta to then continue along the underpass of Café El Marino and then continued along the avenue Gabriel Leyva.

At the height of the street Obrero Mundialista, located in the colony 12 de Mayo, the soldiers were shot at and then crashed head-on against a liquor store where their journey ended.  The patrol car received various gunshots at the drivers windshield.  There were no police casualties.

At the scene lay two men dead inside the van.  The two men were identified as Mario Aquino Ramírez, a Lieutenant, and Nínive Fermín Ramírez, a corporal, both residing in the 8th Infantry Battalion.  The deceased apparently "picked up" a young woman by the street Robles Quintero.

At the site where the soldiers died, the commander of the Third Military Region—Moises Melo García and the Municipal Public Security Secretary—Jesús Alejandro García Medrano arrived.  Jesús Alejandro García Medrano practically “had” to give up the three municipal police officers who are in calidad de presentados (they are detained by the authorities but are pending legal status, they are not yet known as being the victim, defendant, or witness).  Personnel of the Ministry of Public Security in the south and the Public Ministry agent specializing in intentional homicides arrived at the site of the slaughter and picked up the evidence found, which were then delivered to start the investigations.

At the scene, surveyors picked up more than 130 shell casings, which would serve as evidence and help in finding who was responsible.

The authorities reported that the case has been taken by the Attorney General of the State to determine responsibilities from both parties.

After the fact, there have been convoys of 6 municipal police patrols being spotted.  It is presumed that it is part of an operation initiated by the arrival of Holy Week (Semana Santa).

Following the news, the city clerk, Renato Ocampo Alcantar, assured that the police acted under the law and in response to a warning that was given by the emergency phone line “066”.

Ocampo Alcantar assured that the police ordered the soldiers to stop and then the soldiers repelled with an attack and therefore they need not be arrested.

“The police officers responded to a response” said Alcantar

The city clerksaid that they will carry out an investigation and emphasized that there is a close relation with the Ministry of Defense (SEDENA).

The official could not delve into further details about the situation because they don’t know all the facts about how the confrontation happened.

5 die in Tamaulipas state

A total of five armed suspects were killed in ongoing drug and gang violence in Tamaulipas state, according to official nd news accounts.

In a news release posted on the Tamaulipas state government website, the Procuraduria General de Justicia del Estado (PGJE) or attorney general said that a confrontation took place in Nuevo Laredo Monday morning.

A Mexican Army unit exchanged gunfire with armed suspects at around 1040 hrs near the intersection of  calles Yuca and Azucena in Valles de Elizondo colony.

Typically encounters such as Monday's gunfight are preceded by a road patrol signalling suspects who are travelling by vehicle to stop, who instead attempt to escape capture by fleeing.  Following the encounter, soldiers recovered a Ford Mustang sedan, three rifles and 18 weapons magazines.

Meanwhile in or near the bloody city of Reynosa three armed suspects were shot to death by Mexican security forces Sunday.

According to a news account posted on the website of Milenio news daily, the three dead were killed in two separate encounters.

Two unidentified suspects in their 20s were killed in an gunfight with units of the Policia Federal  and Mexican Army.  The encounter took place on kilometer 25 of the Reynosa to San Fernando highway.  The suspects were aboard a Chevrolet pickup truck.

Following the gunfight, Policia Federal agents found several handguns, ammunition and two bulletproof vests.

Meanwhile in Reynosa proper, one suspect was killed in a gunfight with Mexican security forces.  The incident took place on Calle Emiliano Zapata, in Jacinto Lopez colony.

Security forces secured three rifles, weapons magazine and accessories in the aftermath.

Mexican security agencies are currently gearing up for the upcoming Easter weekend, in less than two weeks.

According to a news account posted on the website of Milenio, the mayor of Ciudad Madero, Jaime Turrubiates Solis  is expecting 1,200 security troops in the area, including Mexican Army, Mexican Naval Infantry and Policia Federal troops.

Ciudad Madero is a  resort city in southern Tamaulipas and a suburb of Tampico.

Nationwide it was reported that Mexico's Secretaria de Gobernacion (SEGOB) is expected to deploy 6,000 federal security troops in Jalisco state in adance of the holiday.

San Miguel De Allende, Guanajuato— Young people complained to ministerial authorities about municipal police for their abuse of authority, because they argue that last Thursday afternoon municipal police arrested them without providing any explanation, and that they caused them physical harm while they were being arrested and also while sending them to jail cells.

The offended seek justice by legal means, and in addition to a complaint filed before the Attorney General and also to the Human Rights Commission, because they ensure that their individual rights were violated.  They ask that the authorities that caused them harm be removed.  It is worth mentioning that there are two demands that the municipal police face, as each youth made their accusation individually.

Version of the Youth

The youth narrated that after 14:00 last March 14, they were circulating close to the vicinity of the convenience store “Bodega Aurrerá” when a patrol car with two policemen approached the car and they thought that the officials needed to pass them so they headed towards a store parking lot, but after this, the policemen blocked their way and prevented the youth from advancing.  The policemen then got out of their vehicle and asked the youth to step out of the car.

The brothers refused to get out of the car and locked the car doors and with the window down, asked the officers what was going on or what the reason was for their actions.  But before this, the police were only trying to get them to step out and they even put their hand through the window and opened the door.  The youth point out that during all this, one of the officers drew his gun out and pointed it to one of the brothers in order to intimidate him to get out of the vehicle.  This action caused them to fear for their lives and made the younger brother to begin recording with his cell phone what was going on.  The brother that was in the driver’s seat said that while a policeman grabbed him by the neck; the other was squeezing his genitals in order for him to give way and cede.

They also mentioned that at the end of their arrest, 5 patrol cars were present and some motorcyclists, all belonging to the Municipal Public Security. During the event there were also traffic officers who gave them a breathalyzer test that came up negative, but that still didn’t allow their father to stay with the car.  It is still at the disposal of the authorities, because so far the owners have failed to recover the car.

They added that although there were initially only two policemen, at the end there were 5 patrol cars.  The whole discrepancy between the brothers and the municipal police lasted around 15 minutes.  The policemen eventually brought the brothers out by force and even when the brothers were on the ground, they were continued to be beaten.  Once they got to their jail cells, the revision also violated their individual rights as they remained completely naked for several minutes where people were able to see them.  

Finally, the sanmiguelenses (people from San Miguel De Allende) said that it was the first time that they were victims of arbitrariness of this magnitude by members of the Public Security.  They will seek legal consequences for the four police officers who abused their authority.

The Videos

Oswaldo and Alan Zúñiga are the men who filed the complaint against the agency #2 of the Public Ministry.  They were also the ones who narrated the facts to this media (El Sol Del Bajio), presented the videos where you can see part of how the officials acted when trying to bring the brothers out of the vehicle by force. 

In the videos, it shows the constant indication of the police to the brothers to step out of the vehicle while they asked what the reason for them to step out was.  You can also see the faces of the policemen and also their patrol vehicle numbers.  One of the officers threatens the younger brother because he was recording them; also you can observe how an officer acts with his gun out in his right hand but not pointing it at anyone.  You can also see how they struggle with the driver of the vehicle, by getting him by the neck to try to get him out of the vehicle while saying “you can either get out the easy way or the hard way”, but despite this the brothers are still inside the car when another police officer shoots tear gas inside the vehicle; but the video does not show when they get arrested.  It is worth mentioning that the brothers say that they are recording the events and indicate to the policemen that the way they are acting is out of authority.

In this regard, the minister of the Municipal Police, Gabriel Arturo Yáñez Saldaña, said that so far they have not formally addressed any reports on this incident, but for the complaint, they will provide any information necessary to the proper authorities to fully investigate the facts.  He also mentioned, after questioning him if it was legal for the police officers to act the way they acted in the video, Yáñez Saldaña mentioned that the circumstances that led to this act are not known in its entirety, plus to this moment he is unsure about the contents of the video.

He added that broadly speaking, what he knows of the situation according to the police report is that shortly before two o’clock in the afternoon of last Thursday, there was a vehicle with tinted windows and Querétaro license plates that was carrying people who were apparently drinking alcoholic beverages.  The policemen then told them to stop the car and the motorists ignored the indication, headed towards a parking lot of a store, and there once again told them to stop the vehicle and get out.  They refused to step out of the vehicle and even insulted the policemen.  After a series of arguments and conflicts, this was the outcome.

He also mentions that although the brothers did not have a level of alcohol intoxication, their breath smelled of alcohol.  The car that was delivered was made available to the judge.  Finally, he mentioned that the incident required further investigation to determine the facts.

The Ongoing Mexican Sicaria Phenomenon

Women are finding themselves in the ranks of drug cartels and have been doing so for as long as they've had the opportunity.  It happens wherever cartels have infiltrated. Mexico isn't alone in observing this fact. It happens in Guatemala and it been ongoing in Colombia,  with the highly publicized recapture of  the 17 yr old assassin, "La Perris", first apprehended at age 14.

UTB Government Department Chair Guadalupe Correa-Cabrera spoke to Action 4 News about the phenomenon.


Professor Correa-Cabrera reports that women being involved in gun battles is not a surprise, especially since cartels have been recruiting men and women even teenagers in large numbers in recent years.


"Karen" , the teenage sicaria was arrested at a property in Cuernavaca, a popular tourist city, capital of the central state of Morelos, coincidentally the home of infamous boy sicario "Ponchis"

When cornered, she shot the policemen. After her capture, the military realized that she was carrying a nine millimeter caliber weapon.
The confessed sicaria had been recruited by a criminal cell to kill and dismember people from rival groups. She said her home was a subway stop in Mexico City

Cartels have been recruiting women training them to kill just as they train any other member of the cartel. Some cartels concentrate on training younger girls.

María Guadalupe Jiménez López, "La Tosca, a 26 yr old sicaria was in charge of the Zeta plaza in the town of Guadalupe before she was apprehended last year. Three other women detained with her confessed to be her henchmen.  20 assassinations were attributed to "La Tosca".

Last weekend, two women were killed in a gun battle in Reynosa across the river from Hidalgo.

"When Felipe Calderon started the so-called war on drugs in 2006 and he involved the federal forces in the fight, the organized crime groups started to recruit more men and also more women."

“Sicarias”, or female assassins, are often fighting alongside their boyfriends, husbands or just joining the crime wave by themselves.

Maria Celeste was arrested in June 2011 after a fierce gun battle between Los Zetas and Jalisco state police in Guadalajara. After she was apprehended, she told reporters at a news conference, "I'm a sicaria serving Los Zetas."  Maria, aged 16 at the time, said she had been trained in the use of assault rifles AK-47 and AR-15, and other firearms. Nine other members of the cartel were arrested and six were killed in the shooting.

This is not because the women are particularly interested in it, it's because of the general economic trend," Professor Correa-Cabrera said.
          
But in some cases, economic hardship doesn't apply or begin to answer the questions about their involvement even if they are not trained as killers or as anything, as with the two former Sinaloa beauty queens, Laura Zuniga who was arrested in 2008, after she was found riding with suspected gang members in a truck filled with weapons and the more resent Sinaloa beauty,
Maria Susana Gaméz Flores who lost her life in a firefight with the military.
In 2011, ex-marine Mireya Moreno Carreon known as “La Flaca”  served as the plaza boss for the Zetas in the city of San Nicolas de los Garza, near Monterrey before her arrest.   Nancy Manriquez Quintanar, also known as "La Flaca", was also arrested in October 2011 in Ecatepec for her alleged involvement in at least a dozen murders. Her role was to go to the bars, find rival cartel members and identify for the gunmen, authorities said.

La Linea the armed wing of the Juarez cartel, which operates on the U.S. Mexico border, was known to recruit and train dozens of young and beautiful women as hitmen . This fact was revealed after the capture a gunman for the organization. "They are nice, good-looking, young and they can deceive and mislead their opponents a little longer," said the suspected member of the of La Línea, Rogelio Amaya, on camera of the Secretariat of Public Security (SSP) federal, in a video circulating after his capture in 2010. This criminal gang, characterized by its cruelty against his rivals, had between 20 and 30 women, mostly "pretty" between 18 to 30 years old hired and trained to kill. The women operate in the same way as men and carry both light and heavy weapons,trained to kill, said Amaya.

Monclova Erupts in Violence

Early Tuesday morning I began receiving messages that in the Coahuila city of Monclova an intense shootout had begun in the north of the city. 

An hour later came word  that another severe shootout had begun, this one included grenades, pochallantas, narco blockades.  Mantas were displayed in several parts of the city, and signed "CDG".

Though the state acknowledged one shootout, as usual the severity was downplayed.  They reported  1 death, and 2 injured.  The death was reported by the state to be a soldier.
Hospitals, DIF Health Clinics , and Social Security Clinics were guarded in an attempt to prevent kidnapping of physicians as often occurs after conflicts.
As typical in these events of violence, it was people on the ground turning to twitter and facebook to spread the word, and warn people in Monclova of the danger. 

They reported that the Mexican army was in a clash with multiple groups of armed men.
A little after 7 AM the “code red” alert was activated,  which warns citizens to remain indoors.  By nightfall streets were void of vehicles as people complied with the code red rendering the city a virtual ghost town.

There is a report on twitter that some of the Monclova mantas read "For Every Sicario Killed We Will Kill Five Students",  however I am yet to see a photo.  A similar rumor ran rampant in the Coahuila city of Acuña a week ago but I could not substantiate the rumors truthfulness. People were fearful enough to keep their children out of school.

Los Zetas' grip on Zacatecas slips as fighting shifts to the cities

An anonymous correspondent living in Zacatecas state says that last weekend's shootings and gunfights in Zacatecas municipality were the worst violence so far, and that armed confrontations between Los Zetas and their principle rivals the Sinaloa cartel has shifted to the cities.

Monday morning, two men were found shot to death in Zacatecas city, the capital of Zacatecas state.  News accounts posted on the websites of El Sol de Zacatecas and NTR Zacatecas simply reported the discovery of the victims on Calle Aldama  in Guadalupe colony of the city.

The victims were found dead aboard a Nissan Versa SUV.  They were identified as Martin Hilario Barajas, of Sain Alto, and Joel de Jesus Castro Miranda, from Fresnillo.

A 9mm pistol and an AK-47 rifle were found at the scene.

The anonymous source said that Monday morning's shooting was "not an isolated situation, there have been more smaller ones in different areas and several executions and shootings between police and cartel members lately.

"The shooting last night happened all around the city but it wasn't until 2-3 am that I heard them in the historic center; I heard it from home 2 long rafagas (bursts?) with a few minutes between them and later more but further away, this morning I read that 2 bodies had been found inside a car just by the laberinto downtown market."

Later that afternoon in Guadalupe municipality just southeast of Zacatecas municipality one armed suspect was killed and another was wounded in an encounter with municipal police agents near the village of Tacoaleche.  Police agents were dispatched to the scene on a report of a stolen vehicle and were fired on.

The news account of that incident reported on a separate article which appeared on the website of El Sol de Zacatecas said that a police helicopter was dispatched the the area along with a state police contingent.

"... sending even the helicopter seems to mean it was much more than some bad guys who had stolen a car."

The correspondent confirmed a separate helicopter overflight Monday morning in Zacatecas: "...there have been helicopters flying around up until a couple of hours ago."

The reporting in Zacatecas local press seem to treat the shooting deaths as isolated incident which the correspondent disputes:

"... it wasn't just your usual quickie 4 bullets and off we go."

"This is definitely not like Tamaulipas or  la comarca lagunera but it has become quite violent and very quickly as CDG/CDS (Gulf and Sinaloa cartels) started kicking out the zetas and the areas in dispute moved from the mountains to the main cities."

Two women were found tortured and beaten to death in Enrique Estrada municipality last Saturday.  The report which appeared in several Zacatecas news outlets reported the discovery, but  failed to report one salient fact:

"...they could be part of a group of women kidnapped the night before in Zacatecas while waiting to go to a concert," said the correspondent.

An uptick of violence appears to have started against women in Zacatecas state in the last 60 days.  Zacatecas Procuraduria General de Justicia del Estado or attorney general Arturo Nahle Garcia has so far dismissed any comparison to the mass killings of women that took place in Ciudad Juarez in Chihuahua state, but which mysteriously ended two years ago.

Chihuahua's Crafty Killer, Secario "El Sabritas"

"El Sabritas" Took the Wife and Kids to Executions
The Attorney General's Office reported that state agents arrested a gang of seven subjects who confessed to killing 26 people in this state, including four policemen and two journalists. Prosecution spokesman, Carlos Gonzalez Estrada, explained that  the members belong to the criminal group "La Linea." The official said the alleged killers admitted to killing two members of the Municipal Public Security Bureau, a state cop, an agent, some say a transit cop. The arrest in El Provenir occurred when police officers  observed a suspicious Chevrolet Malibu speeding without plates.  The driver, identified as Marco Antonio Chavez Olivas aka "El Cepillo", tried to flee, but officers managed to stop him and verified  the car was reported stolen. Chavez Olivas confessed to having more accomplices. Even with that information, it was not possible to determine the whereabouts of the six others.

Among those finally located and detained were Juan Carlos Sandoval Seanez alias "El Sabritas," He was arrested near his home driving a Ford Winstar model 2000 vechicle, with his wife, Melody Carolina Olvera Ortiz and two minor children. 

Juan Carlos Sandoval Seanez is the 32 year old criminal cell leader, sicario and mastermind. He was arrested in possession of rifles and mobile equipment. In his statement he said that for four years he had been an active member of the criminal group called "La Linea." His specific role was to recruit low-income youths to use as "halcones," lookouts, car thieves, assassins,  and those who "labor" for which he paid two thousand pesos a week.

Many are known for their ferocity, but "El Sabritas" goes down in Chihuahua history as a violent assassin who tricked the police by disguising himself, hiding in plain sight behind his "wife's skirt" as "family-man" but was really a sicario.  He brought his wife and young children along to executions to witness his violence. 
Declarations of "El Sabritas," noted he emphasized that his wife, Melody Carolina Olvera Ortiz, was aware of all his movements, and always accompanied him along with their two children to help go unnoticed by the authorities. 

Juan Carlos Sandoval Seáñez, alias “El Sabritas,” his wife, Melody Carolina Olvera Ortiz previously mentioned as apprehended, as well as the other five detainees include Marco Antonio Chavez Olivas aka "El Cepillo"; César Sandoval Seáñez, alias “El Chanate”; Joaquín Ramírez Castillo, Javier Guadalupe Carrasco Chávez, Guillermo Alvarado Méndez.

Among the homicides are the four policemen, two from the city of Chihuahua, one state policeman and a Chihuahua transit cop. The prosecution said that the seven subjects are suspected members of a criminal group "La Linea," the armed wing Juarez Cartel, who operate in the city of Chihuahua and are responsible for many deaths.

From the detainees, officials confiscated four pistols, two rifles caliber 7.62 x 39, a long gun .223 caliber, a rifle H & K .45 and as hundreds of cartridges. "El Sabritas" is said to be the perpetrator of a dozen or more executions: and it should be recognized he also gave  the instructions for the executions of many more people.

Corpse Found Inside A Burned Car In Sinaloa

The charred body of a male was found in the trunk of a burning vehicle on a dirt road belonging to the land San Manuel in Aguaruto.




Firefighters went to put the fire out and when they went to remove debris from the trunk, to their surprise there was a corpse.
Since the victim was completely burned, they were unable to identify the body.
The incident was reported to the fire department around 18:00 hours of this Tuesday (3/19/13).  The unit was located on the road connecting the land San Manuel to the community of Balbuena, Navolato.




Fire completely embraced the Saturn with plates “VKL 5295” of Sinaloa.  Firefighters fought the fire until they gained control of the flames.  They went to check the trunk when they found the dead body.

A Ministerial Federal Police report states that the victim had surgical pins placed on the left thigh.
An assistant prosecutor ordered a search for evidence in the luggage of the car to help identify the victim.   They later ordered the body to be transferred to the dissection hall of the PGJE (Attorney General of the State) until they fully identify the victim.

Los Zeta's money laundering trial scheduled April 15

The trial of Jose Treviño Morales, brother of  Miguel Angel Treviño Morales (Z-40) leader the Mexican cartel Los Zetas is now scheduled to start at 9:00 am on April 15, 2013 in Austin, Texas. 
The Treviño brothers, who managed to establish a prominent horse breeding operation in the United States, Tremor Enterprises, which allowed them to launder millions of dollars in drug money, according to current and former federal law enforcement officials. The operation amounted to a foothold in the United States for one of Mexico’s most dangerous criminal networks, the officials said.

The Justice Department moved against Tremor last July, sending several helicopters and hundreds of law enforcement agents to the company’s stables in Ruidoso and its ranch in Oklahoma. José Treviño, his wife and five associates were taken into custody later in the day, and a total of 15 people were charged, the authorities said.

Miguel Ángel Treviño, 38, and another brother, Omar, 36, were among those charged. They remain at large in Mexico. Omar Treviño is also a high-ranking member of the Zetas, and an F.B.I. affidavit filed in United States District Court describes him as participating in the money laundering.

The affidavit said the Zetas funneled about $1 million a month into buying quarter horses in the United States. The authorities were tipped off to Tremor’s activities in January 2010, when the Zetas paid more than $1 million in a single day for two broodmares, the affidavit said.

Jose Trevino Morales remains in federal custody as a flight risk pending trial on allegations that he was involved in a money laundering scheme centered on an Oklahoma horse ranch.

Trevino has pleaded not guilty to a federal money laundering charge.

Trevino’s Dallas-based attorney David Finn has argued that authorities are trying to “tar and feather” Trevino because his brothers were allegedly involved in the Mexican cartel. Both are also indicted.

Previously U.S. Magistrate Judge Mark Lane said no evidence suggested Jose Trevino was a risk to the community, though he thought Trevino could possibly flee to Mexico.

I can give you an account of the censorship and intimidation of journalists in this absurd war being waged in Mexico. On 3 March 2010, I was kidnapped, along with a cameraman, in Reynosa, Tamaulipas, by a group of organized criminals.

We were covering the war between los Zetas and the Gulf Cartel.  I felt the cold steel of a pistol being held to my head and heard the sentence of death:

“Take them away and finish them off!” In the end they didn’t kill us. But they warned us: “We don’t want to see any press people around here; you guys publish stuff and make things too hot for us.”
I am a victim of that war, a survivor; which is why I am able to come here and tell you about it.
I was lucky, very lucky. Many who were caught up in similar situations never came back. They were found dead—at best. Others have vanished without trace. In the days prior to my abduction, five local media reporters disappeared in Reynosa.

Only one returned. Nothing is known about the other four. Another reporter died in mysterious circumstances.
Since 2010, little has changed. There are still parts of the country where we reporters are unable go in search of a story; we cannot report what is taking place.
In February 2010, many people were very concerned to know what was taking place in Tamaulipas, particularly in Reynosa, one of the border towns along the Mexico-US border. Fragmentary reports were coming in to the editorial desks in Mexico City: shoot-outs, roadblocks, assassinations; in short a city caught up in a frenzy of violence.

But the media in the capital had trouble piecing together a picture of the events taking place in that part of the Mexican border region.
Reynosa, like Matamoros and Nuevo Laredo, is the historical seat of the Gulf Cartel and its then armed wing, Los Zetas. In early 2010, however, relations between the older members of the organization began to change. Where once there were pacts and fellowship, today there is only confrontation, treachery and death.
The Gulf Cartel emerged from a grouping of Tamaulipan drug traffickers who originally exported liquor to the United States and imported electronic products during the prohibition era. The business later evolved, and moved into drug and human trafficking.
Los Zetas, a group of former elite soldiers who had deserted from the army, were enlisted as hitmen by Osiel Cárdenas Guillén, head of the Gulf Cartel. In time, as they became more directly responsible for acts of extortion, kidnappings protection rackets and illegal operations such as prostitution or piracy, they abandoned their role as a private army and transformed themselves into a new criminal organization.
Today, the Mexican authorities officially recognize Los Zetas as another cartel among those operating in the country, and rank it as the organization with the most firepower.
I arrived at Reynosa towards the end of February 2010 to document the war being waged between these groups.
Classes at the University of Tamaulipas had been suspended due to the confrontations. Day and night, our peace was shattered by violent stand-offs between armed groups, in which the army and navy were also intervening.
The day of the kidnapping, 3 March, 2010, I received an e-mail message. The source was reliable; he told me that four reporters from Reynosa had not turned up for work.

Between the last days of February and the first few days of March 2010, six simultaneous abductions of media workers were reported in Reynosa, an unprecedented event in Mexico. One had died in a local hospital in mysterious circumstances.
Pedro Argüello and David Silva of the newspaper El Mañana, Amancio Cantú of La Prensa de Reynosa, and Miguel Domínguez of La Tarde were the names cited in that message. Later, I learned that Guillermo Martínez, director of the portal Metro Noticias del Golfo, had also disappeared.

José Rábago Valdez, a reporter on Radio Rey, died while in an alleged diabetic coma in a local hospital. According to one version, his high blood sugar level was due to the beatings he received while in captivity.

They found him sprawled in the street, where they had thrown him, his face swollen from the beatings he had received. Though still alive when the Red Cross paramedics picked him up, he didn’t survive.
I jotted their names down in my notebook and went to cover a shoot-out reported on Twitter. Out on the street, we saw a convoy of seven vehicles, filled with armed men. The windows of the pickup trucks had been marked with the letters CDG (Cartel del Golfo—the Gulf Cartel).
We waited until the traffic, which had halted at the sight of the convoy, began moving again. Two blocks further along, we turned right and saw them again. In a public park, the gang members—over twenty of them—were climbing down from the seven pickups and preparing for battle.

Some were checking their weapons, others were putting on their bullet-proof vests, while three or four kept look-out. They came straight for us the minute they spotted us. They ordered us out of our car and into the back of a pick-up. They drove us to the public park where we had seen the hit-men preparing their weapons just minutes before. The convoy leader came up to us.
He punched my face again and again, each blow punctuated by accusations delivered with the same force and vehemence: “You’re a lousy Zeta, aren’t you?” “You’re a f***ing soldier! You're a federal agent!

You’re watching us. You’re a spy; tell us the truth; this is your last chance, or we’ll whack you right here!” “We’re reporters. We’re from Mexico City; we came to write a report for the Twitter account created by the Reynosa government. The editorial office phone numbers are on my ID. Call Mexico City and you’ll see we’re telling the truth,” I managed to reply.
But reason was powerless against the logic of war. The slaps and blows resumed, and in desperation at not getting the answers they wanted, they launched into the preliminaries of an execution.
They rummaged through our belongings, including my reporter's notebook, where I had written down the names of the disappeared colleagues from Tamaulipas. The leader of the gunmen recognized their names and asked us where we had got the information.
“What do you want to know about them, why did you write their names down in your notebook?” He thought for a moment, then added: “Take them away and finish them off. Kill them!” (continues on next page....)
They handcuffed the cameraman, Juan Carlos Martínez. I was luckier as they couldn’t find another pair of handcuffs. They covered our heads with black hoods, marched us up and onto the Escalade, and ordered us to bow our heads.

The truck moved off, our captors still holding a gun to our heads.
They took us to a safe house, where the blows and interrogations continued. “Who were we, who did we work for, were we Zetas, were we the military, or the police?”
 
After a few minutes, the leader got on the telephone and reported that they were holding two reporters. I assume he was informing his superiors.
“How much money did you have on you,” asked the leader. Juan Carlos said he had about four thousand pesos; I had a couple of thousand. “Here are your things, your money, your wallets, everything. We’re not thieves.”
The leader continued his harangue: “Our beef is not with you; right now our dispute is with the Zetas. But you guys come here, talk a lot of crap and bring the heat down on us. The next thing we know, we’re up against the military.”
He was categorical: “We’re letting you go, but we don’t want to see you around here again,” he said. “If you come back, we’ll pick you up and whack you. And nothing happened here, got it? If you start shooting your mouths off in Mexico City, we’ll come after you. We have people operating in the Federal District and they'll come looking for you.”
Today, the situation in Reynosa has changed. Though they haven’t stopped altogether, shoot-outs between cartels are less common. Confrontations between Los Zetas and the Gulf Cartel have moved to other states: Veracruz, Nuevo Leσn or Coahuila. Increasingly evident, meanwhile, is the presence of army and navy units conducting operations against organized crime.
What hasn’t changed is the content of media reports in Reynosa. They deal with water leaks, chronicle hard times in local communities, even cover violence in other states like Chihuahua or Guerrero, but they don’t inform their readers how, where and when organized crime groups are operating in this city.
Of the five journalists kidnapped in Reynosa last year, only David Silva returned alive. Of Amancio Cantϊ, Pedro Argόello, Miguel Domνnguez and Guillermo Martinez nothing more is known.
Not even the PGR opened an investigation into their disappearance. Nor has an effort been made to clarify the circumstances in which the reporter Josι Rαbago Valdez.died.
